Are these Bamboo Shoots dead?

At least 4 of them look dead, but I was wondering if I should repot them just in case. I got the bamboo plant from Walgreens 2 weeks ago 15 out of 20 shoots are still alive. I guess the salespeople weren't aware they had to water the bamboo...
Also, the rocks and water stink. I have new aquarium rocks to change the water. Any tips on not shocking the bamboo to death? Thanks.

So inside the pot is just water and rocks? Had it dried out (comment about employees not watering it?) Yes, in the last pic, those look dead and rotting. What was the temp outside, taking this plant home?
