encouraging new sprouts

I have a couple Dracaena ... one I've had for 4+ years, and it is very full and tall, growing in soil. I purchased three of the twisted stalks about a year ago, and they too are growing well, grouped together in a pot of soil. However, each of the three twisted stalks only has one sprout of leaves growing out of it.

I'd like to encourage new sprouts on already well-rooted stalks. How might I go about this? I thought perhaps cutting the stalk at a growth node and keeping the cut moist with a makeshift bandage of a paper towel would do it ... but so far, no luck. Maybe it would be better to try this in the summertime?
