I have an office lucky bamboo with basically the same measurements for both plant and pot, so I am waiting with interest to see what others have to say. I am reluctant to repot, but fear having it tip over. Maybe someone has some ideas about how to successfully transplant?

At three feet tall it is in danger of tipping over. Either plant in a bigger pot or prune it back.

Your husband is right, the bigger the pot, the bigger it will grow. If you want to keep it small, you should tip it out of the pot, trim the roots and trim back the shoots then replant in fresh soil in the same pot. Generally, you do not want the plant height to be more than about 3 to 4 times pot width. So three foot tall plant needs 12 inch pot or 4 inch pot gets 1ft tall plant.
