transplanting

I have never had a luck bamboo plant before, but they were fumigating my husbands work and they were throwing one away so he brought it home.

The shoots are over three feet tall and the tallest original stalk is only about 6 inches. It is in a very small pot- about 3 inches high with about a 4 inch diameter.

Should I transplant it? My husband believes this will let the stalks grow bigger. I have looked around on the internet about caring for them so I know it is not a real bamboo, so does that mean the stalks will not grow? Will transplanting damage it? If not, how much bigger should the pot be?
