Over fertilization is a sure way to kill most plants. It sounds like this one is a lost cause.

If your stalks are still green you can cut them up, each piece having a growth node (ring) and lay them horizontally on potting soil. Cover the pots with plastic bags to make a mini greenhouse and they may sprout.

Likely they aren't going to sprout in water. Dracaena sanderiana is NOT an aquatic/bog/marginal plant. NOT bamboo either.
