Pruning acer circinatum

I have a tiny 14" vine maple trunk that has lost it's top at about 8" from the ground (after nearly a year of neglect). It has sent out two thin lateral branches. I can see some buds just forming. (2/16)

I have read that you should wait to prune these trees to shape in fall and winter when dormant. Given it's pathetic state, I probably should wait and see if it will develop stronger branches. Yet I want to ask...

If I cut this vine maple to the ground, will it grow back or die? And will it grow into a multi-trunked tree (which is what I really want)? If so, when is the best time?

It is in a container but I hope to transplant it into the ground one day if it improves.
