They are leafing out now here in the Seattle area......I would have expected them a bit earlier in your warmer climate.

Those are good, healthy buds....leaves should be along shortly :-))

I would not be overly concerned about the delay. Sometimes, newly planted trees and shrubs take a season or two to get into a proper growing cycle.
