Bent top branches on Autumn Blaze Maple

I had (3) 3.5 inch Autumn Blaze Maples planted in fall 2011. They came from a nursery that had them balled and burlapped and then covered in mulch rows. Some of the branches are quite spindly and leafing was small last year. I imagine this is due to being above ground and b&b etc. Drought didn't help so we watered routinely. My concern is that one of the trees has the top branches sweeping sideways at almost a 90 degree angle. Will these branches straighten now that the trees are properly planted? Can they be cut or will this cause more issues? Looking for some guidance since I have not had to deal with this type of growth from b&b stock before.

    They won't straighten out but the north facing buds will give the plant the vertical look is destined to display.

    Those bent vertical branches will become horizontal or laterals branches in the next few years.
