My acer mandshurican new leaves are all fuzzy. It is too consistent to be insect damage -- I hope! Is this common to some acers?

are the leaves recently bloomed? i wondered about that too, but look @ some jm's @ lowes and saw that they were more hairy than the leaves of my own.

New leaves sometimes look quite fuzzy.

But it's just the concentration of leaf hairs that gives that look. When the leaf is more fully expanded, the fuzzy quality "disappears."
