Generating new buds at specific points on tree.

Is there a way to stimulate or trigger a Japanese Maple to generate buds at specific points on the trunk and branches? I have several that I would like to encourage some balancing growth on, and don't mind it taking years. If this can be done without grafting I would be interested in knowing how. I'm not even sure what this would be called if it is possible.

I prune back to a bud pointing to the direction I want the maple to grow. Each set of buds is 180 degrees from the previous set. You may want to 'slow down' the vigorous side until the sparse side catches up.
What type of Japanese Maple are you growing, weeping or upright?
Japanese Maples don't have to be symmetrical. I prefer them not to be in most cases.
