Dead Norway Maple?

Hello,

I have owned a Norway Maple for around 15 years. Last year, when I noticed dramatically reduced leaf growth and overall decline in health of the tree, I did my research and guessed that it had girdled root. An expert came and said I was correct. The girdled root was removed and nutrients were injected into the tree. That was towards the end of last summer. Now it is the following spring and all the trees in the neighborhood have started growing leaves or at least buds. However the Norway Maple remains barely budding with the buds looking dried up and dead. I thought the tree must be dead, but what doesn't make sense is that the tree grew a noticeable two feet since the girdled root was removed. So I am wondering, is it possible that this tree is still alive? Can removing a girdled root result in killing a tree?

Immediate help would be appreciated because I am thinking of taking down this tree because it is not worth all of this trouble to try to fix this possibly dead tree.
