appraising a mature Japanese Maple is $700 fair?

Hello. When we bought our house 4 years ago, it came with some wonderful trees that I had never owned before. One of them is a mature Japanese Maple with 2 main "stems". I place thier diameters between 9 and 11 inches. I estimate it's height to be 15'-20' (the canopy reaches the top of our second story. So I'm guessing it's 20+ years old and fully mature. The leaves are burgundy right now, and turn bright scarlet in the fall.

Unfortunately, it's planted next to the road at the front of our house and the township wants to cut it down so that they can "improve" the drainage along the road. They want to give us $700 for the tree. Is that a fair price?
