Dead Branches

Tree is over 10 years of age... looked beautiful in previous years... but many leafless branches this season...
I am a newbie gardner...so I'm better at asking questions than answering them.
I was told that the buds of the tree actually begin forming in the fall... and that because of the harsh winter the formation or growth process for the new buds was interrupted by cold weather damage... I was told to wait for warmer weather...do the scratch test before trimming away dead branches...trim the tree and wait to see if it recovers... but I don't know if I'm on the right track. Should I just be hiring a local specialist and see if we can nurture the tree back to its former beauty?
