Maples with too small leaves

I have 2 maples in the west facing front yard. One is a silver, the other is a red maples. They are probally about 30 years or older. The trunk girth is about 13 inches on both. This year the leaves on both trees seem to be very small - less than 3 inches. I'm not really sure if they've been that small in previous years or if I'm paying more attention this year since I've been working out there more. Should I be fertilizing the trees? If so. with what? Any suggestions will be appreciated
