Prune Forked Branched of Maple Sapling?

We have a Maple sapling that is about 4.5' tall, and the trunk about 1/2" in diameter. (This is third 3rd summer since we started letting it grow from seed.) We would like to have this tree grow tall before the branches start to fork. However, the top two branches have just begun to do this. How does a tree grow? Are these two branches going to end up at least 10' off the ground? I heard that I could snip one, and the tree will straighten out, or is this just a wives' tale?

Furthermore, when should we start pruning off the leaves at the bottom? Currently, they start about 18" off the ground.
