Japanese Maple disease

I have noticed a weird destruction on the leaves of the upper portion of my tree. They have lace looking appearance as though they are being eaten. We had a severe ice storm this winter, could that do anything? The leaves most effected are on the top portion of the tree but it is working it's way down to the lower branches...any help would be appreciated

Do you see any bugs or beetles?
