Maples not filling out

hello everyone. this is my first post.

i am concerned that 2 18foot sugar maples i planted last summer are not filling in properly. the trees do not have any brown or discolored leaves or any obvious to my eyes pest problems but the leaves in general seem not to be reaching a proper size. the leaves also seem to be more light green than richer green in color. the trees are located in the middle of my front yard and receive much more sun than shade. the soil the trees are planted in is made up mostly of the natural soil(clay) that existed before i cleared the lot where i built my home. i have started to water the ground around them because rain has been sparse the past few weeks in Pennsylvania. maybe i am being impatient as it is just about mid summer but i would hate to loose the trees because of neglect/ignorance.
