For the most part, Acer is a genus that often exhibits roots growing at/very near the surface. That said, there is no limit to how deep roots can/will grow if there is enough water/air/nutrition at a given depth (and above that depth) to support growth. Barring any zonal issues or pH issues related to the underlying slab, the plant should do ok if you keep it watered and light/nutrition is appropriate. Still, I'd select another spot if there is one available.
