Girdling, is it too late or no problem at all?

I have been told so many things about this "Autumn Glory" maple but cannot decide what to do. Although the picture looks horrendous, I am told that there is nothing I should do since the tree is very healthy at the top. Still, what the base of this tree looks like keeps me awake at night. After 15 years, I would not like to lose this tree,

I have had a radio talk-show gardener and a local tree surgeon of high repute and recommendation both say to leave it alone.

It has also been suggested that I take a hammer and chisel to the roots.

These are definitely the roots of this tree as there are no other plants for at least 20 feet away and I can till the soil near by.

Can I have some reassurance here that I should just ignore this?
