Bloodgood Not Growing Leaves

I have a bloodgood about a two years old (one year from being under nursery's shade screen) that has sprouted only two leaves. Yet, the branches are still pliable and healthy. there appear to be small buds, but growth is kind of in a stasis there. It is positioned where it receives late morning to early evening sun. temp is about 75 degrees average. I generally water about once/week as my moisture reader shows the ground retains moisture. Yet, there is no root rot.

Could it still be in transplant shock?
