New pot size regulations

I already posted in the lily forum, but thought there might be more exposure here.

Does anyone have a link to the new laws about pots? I'm trying to find out if you have to list the true volume (a gallon pot is not really a gallon, so to help consumers, the new law says you have to tell exactly what size it is), OR alternately can you simply sell "by the pot" without specifying size.

this issue was brought up to me when i worked at a nursery
20 years ago. i never say gallon in referance to containers.
i always say number (#). #1,#2,#5,#15 etc.

That is exactly my question. With the newer regulations AND presumably greater enforcement, is it legal to sell pots without specific volume sizes. I am not sure how the law reads, but someone said that PA is pushing it more than others, and I am in PA.
Anyone else?

I would ask one of the pot manufacturers, I would assume they are up to speed. Also the extension service.
