Only if you are shipping outside the US then a phyto certificate would be necessary. There's certain plants, like citrus, that cannot be shipped to FL,CA, AZ and maybe some other states.

I disagree, Karyn1. Many states require an ag license to sell plants, even if it's a church plant sale.

If you google your state's ag dept, you can find out what is required and some states offer online applicatons.
