Perimeter Gardening

I am trying to plant a perimeter garden to deter our dogs from fence-fighting with the neighbor's dogs. Our fence is only 2 years old and has taken a beating from our dogs. I have little to no gardening experience and I would like to plant something that is going to be easy to maintain and pretty. I plan on putting a 2 ft fence in front of the beds, so I'd like something that is going to grow tall, and I don't want to take up too much of the yard, so I was going to make the beds only about 2 ft deep. I don't want to plant anything too woody. I really just don't know where to begin. A couple of people have suggested boxwoods, but I don't think that's what I want. Any help or suggestions would be greatly appreciated. I was thinking maybe oleanders but I don't know that they'd have enough room to grow. Anyhow, thanks everyone for your help!
