What to pair with red twig dogwood?

Hello and thanks for your time.

I just cleared out overgrown vines and juniper(80% dead) from a west-south facing slope (45 degrees); the slope is 12-17 feet high and 50 ft long, full sun (7 hours). My current best idea is to replace with a row at top of evergreen hedge or conifers(undecided), and a "field" of red twig dogwood. I'm hung up on seeing a slope of red twig in snow. I suspect that more than the dogwood is needed to hold soil on this slope. What can i pair with red twig?

low evergreen cotoneaster?

liriope - clumping?

pachysandra?

creeping phlox this will take too much creep phlox

low sedum?

ivy -

I want to hold the slope and keep maintenance low.
