Texan have a question

We just got back from our trip to our nation's capitol. We stayed in Largo, MD. As we walked from the Metro to our hotel, we saw and smelled the most wonderful tree that looked like the wisteria but only with white blooms...is this a type of wisteria? Never seen one here in Texas.

Also in D.C. we saw a tree with fringe-like white blooms; what's the name of this?
