The only damage we can attribute to cold is wind-chill on roses. Steve in Baltimore County.

We had a lot of wind burn damage and also seem to have lost various perennials. Many of my tall verbena crapped out (probably due to the ice) and a lot of heuchera seem to have bit the dust. The very warm mid-winter followed by the cold blast was death to the early blossoms although the plants themselves are OK.

On the other hand, some things (like tall phlox) seemed to have loved it.

Sujiwan, I've always been told not to give up on crape myrtle until Mother's Day -- in other words until well into the warm nights begin later in May. Some plants like your Abelia g. may come back, too. Mine also looks close to dead, but there are green buds on the lower stems. I have an Ilex crenata 'Convexa' that was nearly defoliated, but I expect it will come back slowly over the summer.

This past winter was irregular, but not as bad as some of those winters in the late 1970s with the prolonged cold temperatures. Even back then, it surprised me how many plants (like crape myrtle) died back to the ground or lost all their leaves but eventually recovered. Of course, if you want things to look good right now, you may have to do some replacements.

As for the rosemary, it never lasts too long in this zone. It's not just the winter temperatures -- it's the damp cold, the air, etc. In sheltered spots, it can get mildew. Indoors it's difficult to give it enough light to thrive. Even the New York Botanical Garden lost an old rosemary this year to the variable winter weather. You have to enjoy trying to keep it going and realize that it won't last forever. In my son's garden in Fresno, CA, there's a rosemary hedge -- it grows like privet out there in the dry heat.
