Assessing the past cold spell and ice storm: 'as if' zone change?

I just realized that PA was part of the Mid-Atlantic and I could post about my PA property here. :-))))

I'm in the clean up and assess stage and have noted that a number of the perennials and shrubs I put in last spring/summer did not make it through the winter.

Ex: Natchez crepe myrtle, some butterfly bushes, some perennial sage, coreopsis, rosemary, lots of dieback on a summer blooming viburnum, and an abelia grandiflora kaput for starters. It's normally a zone 6 there (North of Gettysburg).

So, did the prolonged cold spell with the ice-over push plants that are hardy to zone 6(7,8) over the edge to oblivion? Did we experience zone 5 like conditions for a short period? Or do you think something else is the culprit?
