Sickly rosemary

I have an "Arp" Rosemary that I've had for 3 years now. It was very happy right in front of my front stoop (perennial and herb bed on west side of house - lots of late morning and afternoon sun) and had gotten quite large - about 18" in diameter and 2 feet tall. Last fall I moved it to the other side of the stoop to accomodate some remodeling of the garden. It seemed a little shocked by the move - brownish tinge to foliage, brown tips on branches - but I figured it would perk up in spring. Well, it didn't. I moved it again, out about 4-5 feet from the stoop into more sun, about 2 weeks ago, and it doesn't seem to be helping much. It's still brownish all over and just generally unthrifty in appearance. Am I being too impatient? Do I need to cut it back to allow the roots to catch up to the foliage again? Any hints or advice would be appreciated.
