Newbie here..general question re: the best time to plant

Hi! We live in Montgomery County, MD. We are about to have a plant installation done in the front of our house...just our flower beds. The plans call for hygdrangeas, peonies, hellebores, sarcococcas, daphnes, boxwood, dragon lady hollies, spirea little princess, silver abelia, wiegela, dianthus, foxglove, heather, lambs ears, little bunny grasses, and miss kim lilacs.

Is this an okay time to plant all these shrubs and plants? Of course, the landscaping center is eager for us to sign the contract and install, but it sure is HOT and dry right now. Should we wait for a better time, and if so, when?
