I was wondering if someone could tell me what kind of bugs these were and what is wrong with the leaves of this plant?

Those bugs are Harlequin Bugs. Its possible they are chewing on the leaves. Gladys

Yup, harlequin beetles. They love all brassicas, arugula, horseradish and a few other things. That looks like HB damage to me. Just hand squish 'em.

I have a garden of Collar greens full of Harlequin bugs. How can get rid of them organically without hand squishing each? Is there something I can spray? I have heard Warsp can get rid of them but who wants to be stung by Warsp trying to control this bug. Any help will be appreciated.

Some possibilities: neem spinosad
