You should be able to shorten some of the "streamers", or even choose to do away with a whole branch that's going in a direction you don't want. WBACs are collectors' plants, and tend to need a lot of training (and staking) along the way to being "grown-up". The trunk sounds very large for a WBAC that height, however - perhaps someone already tried to prune it?

I just bought a weeping blue that has a single main trunk rising almost straight up to about 6-7 feet and then cascading over and falling back to the ground where the tips touch and I can see new growth. Does the tree grow from the bottom of the trunk such that I can exert upward pressure through staking to make the curve rise higher? If not, what do I do with the new growth that is basically laying on the ground? If I prune heavily at the tips will I get a big fuzzy ball down there? Is there any way to slow growth such that it will keep its elegant proportions?
