Healthy leaves falling off plant

I think I have bugs on my Calamondon orange tree, although I cant see them. It does not affect the entire plant - presently only 6 stalks are affected. It begins at the top leaves and works its way down toward the trunk. Only the leaf itself is snipped off. The little stem that attaches the leaf to the main stem remains. I think it is bugs because it is so localized to particular stems. There is absolutely no damage to the fallen leaf. Those six stalks are almost bare, but the rest of the tree looks just fine. Any ideas? It is probably just a matter of time until they move on to other stalks.

Try using a magnifiying glass to examine it to see what's happening. Then if it is "bugs" you can cover with a plastic bag and spray it. Good Luck!
