HELP Black Eyed Susans Not showing signs of growth

I have 12 perennial black eyed susan plants. I know there are 100's of types of these, but to describe them, they grow to about 18", they are well structured and not floppy like some of the other cone flowers.

The plants are in year 3 of life. Its Almost June and I have no signs of new growth.

The first year of the plant we had beautiful flowering from late July to Late Fall. Last year they flowered in late late fall. This year we have no new growth whatsoever.

Are they dead? Should I have seen new growth by now? Any help is much appreciated
