Azaleas look terrible!

We planted several pink northern lights azaleas in groups of threes on the perimeter of our yard three years ago. They are all very ugly looking. They are only about a foot tall -- I don't think they've grown at all. They do bloom in the spring (except the few that have died). But for the rest of the summer they are scraggly and ugly.

They are relatively protected as they are located near pine trees in all cases and are located on a drip line. Our soil is sandy but we amended it when we planted them.

What do you think is wrong with them and do you have any ideas for fixing it?

The only thought I had is that we planted them back when we knew almost nothing about landscaping and I think we may have planted them too deep. Could that be why they fail to thrive? If that's the issue, can we dig them up and replant them? Now or in the Fall?

Any ideas would be appreciated!
