USDA Zone changes

Anyone else notice that the USDA made zone changes on many plants this year?
In my area (Saint Paul), it has retailers in a bad spot.
Their buying decisions were made B4 the zone change so now they are stuck with plants that are suddenly not in their local zone.
My question, why is the USDA doing this?
Have we been mis-plating all along?
Should we actually follow this new zone change?

I'm not sure what zip to zone conversion I used ... but according to the new page, I'm 10b, not 9b, after all.

No, the geographical zones haven't changed.
We are still zone 4.
The USDA changed zone designations for certain plants.
So certain plants that we have always purchased as Zone 4 hardy might now be labeled as Zone 5.
