viola's and pansy's

I love these, but I seem to have a problem with things reseeding in my gardens. It just doesn't happen! Maybe I use to much mulch, maybe I don't use enough, Maybe it's something else I do or don't do. LOL

Anyway, I want to encourage viola's and pansy's for next spring, by putting out seed this year.

First question, I have been deadheading the plants I have to encourage more blooms. At what point should I stop, and let them go to seed?

Second question, when to I put out seed? Do I put it out at this time of year, so I have new plants this fall, and hope they overwinter? Or, do I wait and put the seed out later in the summer? Or do I wait until fall?
