Spruces vs. firs in ornamental plantings

I like firs better than spruces - softer and longer needles, squarer branching, smooth young bark. But at my local park here in Minneapolis (and this seems to be the case around the Twin Cities) it's mostly spruces that are planted - Black Hills white, Norway, Colorado blue. There are only three probably white firs, planted a while back. All the most recent plantings are spruces.

So, I was wondering - for what practical reason (maybe due to climate, soil, disease, etc.) would spruces be planted in this area far more than firs?
