Brand new boulevard, what to plant?

The city is redoing our street and will be placing new sod in our boulevard along with 2-3 ornamental trees. DH thinks sod is a fine plan, I think it's boring. Any suggestions on what to do there? I've considered a no-mow perennial grass, wildflowers, or a mix of perennials and self-seeding annuals.

What would you do?

Is there an option out there that would be colorful (something going on spring to fall), not look bedraggled half-way into summer, and only needed minimal water/deadheading (one a week or so)for maintenance?

My house faces east, city uses mostly sand and some salt in the winter. The city allows plants in the boulevard, so that is not a problem. I'd like to keep the height 24" or less.

I don't ask for much, do I?
