saving neglected plants

I may have mentioned this before, but I have a friend who's planning to sell her elderly mother's home. The plants didn't get watered or weeded this year.(we did have a good amount of rain though). anyway, she said I could dig up what I wanted before they sell. I dug up some common hostas, echinaceas, centaureas, sedum Aut.Joy. When I went back yesterday, I saw some phlox that I hadn't noticed before. They were smaller than normal and no blossoms. If I dug these up in the next week or 2 and planted them in my garden, and with a little fert. next spring, would they recover and be normal phlox plants?
