I would say yes, though it may take two years. If they are small because of lack of care then the root system might still be large. Or they could be young plants that were self seeded from last fall.

Several years ago I rescued a red phlox from a farmstead that had gone to weeds. Before I could get back for others it had been bulldozed. That phlox has been growing well in my garden.

I would say, "Yes" also. And before you know it, they will try to take over your entire flower bed.
