Creeping Juniper - does it change soil pH?

I work in Natural Resources and there is a citizen in our County that wants to plant Creeping Juniper along his shoreline to cover up the rocks and help to stabilize the soil. He wants the Creeping Juniper because of its spreading characteristic and he likes the evergreen look. Does he need to be concerned about what to plant near it when adding to his shoreline buffer? Will the Creeping Juniper because it is a conifer lower the soil pH? If so, what should I suggest to him to plant next to it. Any help you can provide is appreciated.
