We have several shrub roses in our garden in Albert Lea.
In the middle of the summer, each one sent up a large (4foot) shoot from the middle of the plant, probably 3/4" in diameter. It bloomed very nicely in all cases. Now, in getting ready for winter, I don't know whether to cut off those large stalks. There are not a lot of stalks or leaves at ground level. Each plant looks sort of like a rose tree.
