more rose prunning questions

I posted a question recently about prunning roses, and was advised not to prune in fall. I will follow that advice, however, our shrub roses each developed a "tree" in the center this year - 4' or taller with a 1/2" stem. I do not want those "trees" next year. Should I cut them off now?

The rest of the shrub rose seems to have suffered, with little bloom and few leaves. I would like to have them back to normal shrub roses next year. I am afraid the "trees" are draining from the rest. Does anyone think this is unusual behavior for shrub roses? All of ours did it.
