Do Moonflower seeds need to be stored cold?

Last year my purchased moonflower seeds germinated very easily. This year, the seeds that I harvested had only a 10% germination rate. I kept them in a cool basement during the winter. Should I store them in a colder place? Perhaps the refrigerator? I did put them in a wet towel in the refrigerator over night before planting, but not too much luck...

This was my first year starting (or having any) Moonflowers from seeds. I bought the packet in early spring. Never chilled them and got probably 90% germination. They germinated better than my morning glories, cardinal climber, and certainly cobea.

I soaked them in regular room temp. water overnight first.

Not sure that they need a chill.
