Virus in Soil

My garden is in a community park district area. Every year certain plants (tomatoes, sunflowers, zinnias, beans, snapdragons) start to get brown splotches on their bottom leaves, which travel rapidly up the rest of the plant, eventually killing them. I've tried stripping the bottom leaves off, planting on top of weed barrier cloth to keep soil from touching plant. Nothing works and the problem seems to be getting worse. Pepper and onions completely unaffected. Any suggestions?
