For lack of a better forum and since there isn't a home security forum, I thought I'd check with fellow midwestern gardeners.

We have a very whacky, emotionally disturbed neighbor obviously with too much time on her hands. The most recent of the childish antics is putting this device on their window across from our driveway.

Is this some driveway patrol device or a type of battery operated motion sensor?

The LED display looks like it says, "off"
