I was investigating some issues about complying with the intent of NIST 130 and ran into some articles about the State of Illinois Retailers Occupation Tax as it applies to the horticulture retail industry selling material to the public, but not planting the material. Is this tax over and above sales tax that is directly charged to the customer? Or is is a tax levied upon retailers based on gross retail sales only?

No the retailer occupation tx is the sales tax and it is optional wheter to charge the customer but the reailer has to adjut his sae prices to reflect that. Tat is how people at farmers market do it so they don't have to coun change. It only applies to goods not services.
