Flash Flooding and Flower Garden

We have a flower garden that is 60 x 20 - 1/2 of the garden was established last year, the other 1/2 was created this year. The garden is doing well. However, we had a flash flood yesterday - we get one at least once each year. We had a frame around the garden made from pressure treated wood with supports and rods that were nailed into the ground. When the flash flood hit, the frame gave way and ended up on some of our plants. Most of my plants appear to be okay, but some are now covered with gravel from the driveway. Any suggestions on a man-made border to help with the risk of flash flooding? We have contemplated concrete blocks with a stone on top for decor. Any ideas?
