When to transplant?

My search came up with Z5's & 6's; I'm colder than that and here is my quandry: I have a rose bush that is sprouting new shoots in UN-wanted areas! I can't just rip/tear it out for it's sprouting in the midst of Penstammon, Delphiniums, and Foxgloves. I'll have to remove the three of them above, before I can tackle the problem. Can I do it now, so they get a good RE-start on the new placements?

I'm thinkin' fall or spring is the "proper" time tho; Sept. perhaps. I'm afraid the three species just will not have enuf time to RE-aclimate themselves; I will wait of course for this heat to pass. Today is in 80's; but it will return to the 90's by Sun. HELP PLEASE!!!!!
