ground cover I can mow

I'm looking for a ground cover that I can mow (with a riding lawn mower) at least once per year because I need to control the weeds. The fairly shady area has had tons of weeds for decades (some of which were vines and vine-like) that grow with/under dense ground cover. I cleared the area out but left the tall pine trees. It's a very old windbreak; and now the pine trees have no branches below approx 30 feet in the air (got choked out by vines, mulberry & cherry trees, etc), so there's plenty of light now that I've cut all that out, and grass has started to grow under the old pine (some fir?) trees. I'll plant lawn grass if I can't find a better alternative ground cover. However, I prefer a legume. Any suggestions out there?
