Those are dahlias, a summer blooming bulb/tuber. They often bloom quite late into the season, barring frost or heavy rains. And not generally considered perennial in a zone 5 - tubers should be dug and stored for winter.

but there are soil temp requirements in spring.. before they can go outside ...

and if you have a cold ... long .... spring.... they can not go in until late ... and it follows.. they might bloom later ...
