Winterizing?

I've had my garden for a few years and I still have a TON to learn!
What is suggested to do before winter hits? Should I pull out plants and throw them away? Leave them be to help return nutrients to the soil? Should I till it up before the ground freezes??
Also, I get terrible weeds! This year I kept them at bay, some what, using straw. They eventually crept up and through and it's hard to keep up with them. I was thinking of laying down some kind of weed killer this fall to prevent them in the spring.. Any ideas of what to use? I prefer not to use chemicals but I think I will have to with this..
I'd appreciate any suggestions! Thanks!

Use some sort of general weed killer, if there are no perennials.
Use a systemic one in case you have rhizome based weeds.

Turn the garden over also, by hand with a shovel if you can, as it usually makes working the soil in spring easier.
