Converting a garden to native flowers

Hello all,

I have an existing oval flower garden in the property we recently purchased. Other than a couple things, it's pretty much dead. The garden is covered with landscaping cloth. What I was thinking of doing this spring is pulling up the landscaping cloth, doing some direct sowing of a native mix as well as doing some intentional plantings of various flower and grasses that I am starting seedlings on.

My main question is if there is anything I need to do to prep the area once I pull the landscape cloth up. Should I grab a couple bags of soil and add that on or turn the soil? Not sure of the quality of the soil underneath but I am guessing it is the pretty heavy soil the rest of the lawn in based on.

The space is pretty small - I think an oval around 15 feet by 5 or so. It's full sun. Thanks!
